Another issue with Workflow scheduler

We are experiencing issues with the Workflow scheduler on Office365 where sometimes it runs and sometimes it doesn't. No rhyme or reason as to the issue.

Not sure what I can give you to troubleshoot besides a rundown.

We have two scheduled workflows (site) - one is scheduled to run weekly (we manually change the date every week since there is no weekly option) and one runs bi-weekly.

Two weeks ago the weekly scheduled workflow ran but this week it didn't. The bi-weekly is the same. If the weekly doesn't run the bi-weekly doesn't either.
